What is that Smell?

I’ve been walking to the intersection of 80 and River Hall Pkwy. On my way back I walk on the west side of the street and when I pass this clump of pipes it smells like an open sewer. But its just pipes, so why the smell? Is something leaking somewhere? They’re close to a pond. Hope nothing is going in that pond!
